In accordance with IDC grant award conditions, a System must obtain prior written approval from the Commission for program changes, including:
(a) any change of substance in program activities, designs, or objectives;
(b) changes in the system project director or key professional personnel identified in the approved application;
(c) changes in the approved project budget; and
(d) budget adjustments in any budget category.
